What makes one a native Banadiri????

It's very confusing and people have their own opinion but lately the argument is that after the collapse of the nation, qabiils went back to their ancestral land and if your people have had strong presence in Banaadir since the 1800's or prior, ur a native. However that changes with Muqidisho, if u were born there like most somali dhalinyaro when Somalia was stable then you have right to the city but not outside of it. As you can see I am not sure if I understand the concept either.

It might not be their land but all somali qabiils are citizens of Muqdisho as long as its the capital

I Just have one question because i have looked at the Map a million times and still cant figure it out. How the hell is Banaadir a Province when there is only Mogadishu in it or am i missing something and there is actually more cities within the state.
