there will be a un high representative for somalia, along the lines of bosnia 1990s. the representative will be the highest authority in the land and will arbitrate between somali regions/politicians. he will be a de-facto colonial governor. a joint financial committee.will be put in place to manage somalia`s money . amisom will be extended indefinitely.

political, military and economic power within somalia will be held by foreigners.
