Having masses of your own people greet you when you leave & come back to your country was a Communist tactic. This was adopted by Siad barre since he liked this tactic to be broadcasted to the masses, so that they could see that he is loved.
Since somalis are not creative, many of the leaders copy Siad barre. Just like Somaliland still has military parades, even though thats a stricly communist thing

Somaliland never holds Military parades the last time they held a Military parade was in 2011 and back than they were marking 20 years of independence
And in 1997 during Cigaals Era
Those were the only times Somaliland held Military parades.
