Ceous, I live in the state of Washington in the US. Washington State controls its own resources and for every dollar they share with the federal government, the federal government has to give back at least 90 cents in services to Washington's people.

Puntland's oil chiefly belongs to the people of Puntland and what they share with the federal government, the federal government needs to give back in roads, infrastructure, and health to the people of Puntland. That's what federalism means.

I'm surprised people are shocked by this "revelation". After 21 years of ignoring Somalia and leaving us to our fate, the world suddenly takes an interest in our well being the moment Puntland, despite every conceivable obstacle, discovers they're sitting on a $2 trillion fortune.
