When he was elected President of Somalia by the most Diverse Somali Parliament In Our History On October 10, 2004 He Knew Exactly The Amount Of Men Power He Needed To Secure Somalia And Return Law & Order. He Asked The International Community For 20,000 Troops And A Single Year To Restore Somalia.
He didn't receive the Support he needed to get the TFG off the ground real quick, instead he took a slower process and started his own Military Build Up to do the job himself. From setting camp in Jowhar iyo Baidoa the plans was in the works to capture Mogadishu from the powerful War_lords whom themselves were in the TFG as PMs and some even as Ministers, but reluctant to surrender power.
The ICU aided by Ceyr Finance, iyo Military Hardware along with Terrorists Ideology did a game changer once they saw the reality headed their way. The ICU Overthrow the War-lords political and military dominance in Xamar, and created a whole new reality to be dealt with. The TFG than stationed in Baidoa was beyond impressed, and thought they found a strong partner in Xamar to help restore the Somali Nation. The ICU an ambiguous entity over shadowed the illegitimate Government of Somalia, and their victory in Mogadishu and full domestic support they received cause the unknown Terrorists Virus to spread uncontrolled in Southern Somalia. Their disregard for signed peace agreements with the TFG in Sudan and their lack of Political protocol shameful. Their introduction of terrorists tactics like the bombing of cars and attempted political assassinations of the most mililarliy and politically savvy President Abduallhi Yusuf would turn the tied on them. Their attack on Baidoa became a humiliation, their military defeat in a single week of epic proportions. The allied forces of the Somali National Military numbering 4500 and Ethiopian forces took the battle started in Bay regional capital Baidoa, to the heart of ICU Headquarters in the Somali capital of Mogadishu liberating it from the forces of evil.
Lack of funding, retreat of Ethiopian forces without them being replaced by the requested 20,000 permanent Peacekeeping AU force to secure and maintain peace until the build up and training of a Somali National Army became a severe blow to what the TFG and it's allied Forces achieved against the terrorists and grounds gained.
Finally in 2012 the International Community Saw where it went wrong, the hard work of re-defeating Al Shabaab has been under taken once again, but this time grounds gained will be kept and AU forces stationed in regions, towns and cities liberated from Al Shabaab. The AU Forces have been dramatically increased to 17,777 and soon will be topped at 20,000 equipped and fully funded for years to come. Until a fully functioning National Somali Army Capable of doing their task is created.

Somalia's newly elected president is meeting the African Union's Peace and Security Council to discuss details of a peacekeeping mission for Somalia.
Abdullahi Yusuf Ahmed has asked the AU to send 20,000 peacekeepers to help make Somalia secure and disarm militias.
He also made an appeal for peacekeepers at his swearing-in ceremony last week.
A senior AU official said it would send a fact-finding mission to Somalia before responding to the appeal.
Abdullahi Yusuf formally made his request on Saturday to the chairman of the AU, Alpha Oumar Konare.
"The president has formally asked the AU for a 20,000-strong peacekeeping force to help in collecting millions of small arms known to be owned by the Somali people," AU spokesman Adam Thiam said.
