Is Puntland breaking the Garowe Principles?

I just realized how much Puntland has made itself be held accountable. Before, the argument was based on whether Puntland succeeded or not bringing the meeting to Garowe but under the federalism espoused in the Roadmap and Garowe I and II signed by Puntland as well, Puntland has neutered itself and unilaterally removed the impunity it held to preside over its affairs. It is not really being noticed now because these principles are really not applying to the ending transition period in the next three months, but the next post-transition government that forms that will be based on the Roadmap and the Garowe Principles will have remarkable legitimate control over Puntland and all the other "federal states". It will be more near the American system with the federal administration being the representation and overarching executive of all the states rather than the great autonomy in a confederation Puntland functions right now.

Once the transition is ending and the new government forms, the world will look at the situation with magnified eyes and there will be huge international pressure to shore up Somalia's central government by keeping federal states accountable to the very constitution that will design the future Somalia.

Puntland is already breaking the Garowe Principles by announcing it will print its own money.

These are among the Principles agreed in Garowe Conference. It says the building constitution shall navigate the rights and responsibilities of states but then declares rights that will forever belong to the Federal government and which the consitution shall include among them being national defense, foreign relations, and national monetary policy.

The post-transition government in Mogadishu is going to have control over Puntland, along with the other federal states, that have yet not been seen in the civil war. For example, the post-transition government that will be recognized by the world for the first time will have at its disposal a constitution agreed by Puntland that says only VIlla Somalia can give away rights to natural resources in Somalia and a federal state cannot trade or sign international agreements on its behalf as Puntland has been done last 4 years.

The coming currency isn´t only meant for Puntland, its a national monetary system which was started by PM Cumar Cabdirashiid. The printing will take place in Puntland though
