Yes Atheist and Agnostics are not moral,

That's like saying they're not accountable for their actions. We don't hold tornadoes, earthquakes, tsunamis, hurricanes, droughts, etc accountable for killing millions of ppl mainly because we don't consider them moral agents. For that matter, we don't considerer other animals as moral agents. Only humans are moral agents hence accountable to their community for their actions. By virtue of being humans atheists and agnostics are moral agents.
