Look at our federal neighbors and how great it is working for them. Where have you heard of countries in a state of crisis, existential threats, come out of their problems by decentralizing power and authority? Look at the Roman republic, which would elect Dictators to serve for limited terms when they felt such threats. It is a myth that somalis can not come together and have centralized rule. Look at Shabab and the vast lands they controlled, you can't get more centralized than that, and if it wasn't for foreign interference they would of controlled the whole country from Zeila to Ras kambooni.

1st/ In response to perfect order , not a single foreign entity defended us against al shabaab . In order to have al shabaab get a grip on a place , they need to have a local support . If you make sure everybody is treated equally and with respect , you stand a good chance at denying them that support when they show up .
2/ federalism
Federalism is a political concept in which a group of members are bound together by covenant (Latin: foedus, covenant) with a governing representative head. The term "federalism" is also used to describe a system of the government in which sovereignty is constitutionally divided between a central governing authority and constituent political units (like states or provinces). Federalism is a system based upon democratic rules and institutions in which the power to govern is shared between national and provincial/state governments, creating what is often called a federation. Proponents are often called federalists.
the important term here is "covenant "
what is a covenant ?
A covenant is a solemn agreement to engage in or refrain from a specified action
engage in = equality, shared destiny ,
refrain from = tribal hostility , selfish ambition.

Federalism in Somalia CANNOT become subclan administrations competing against each other .
Each State has to comprise of people from different tribal background
Our plan below is the only plan that addresses the issue head on .
