I've noticed that many people here have difficulty understanding the concept of substantiation....in addition to reading comprehension issues.

Sakiin took documented kickbacks, owns shares in a company that apparently sells passports to terrorists, and counterfeits money in Sudan. Abdiweli apparently sends letters to custom authorities requesting tax exemptions for companies, and the SEMG has documents that show Abdiweli requesting donated money for his office in addition to the SEMG claiming that 30% of funds were stolen by the top 3. Shariif's office, in addition to the two aforementioned leaders, has spent as much money as they did on the army and all the other ministries combined. Faroole is apparently a facilitator of companies that are serial violators of the arms embargo.

Yet, the entire Farmaajo section is based on unverified claims made by direct political rivals that the SEMG itself admits are unsubstantiated. I don't know why the monitoring group chose to publish Abdiweli's claims and in turn, legitimize them in the eyes of those who'll deliberately misinterpret their findings despite the SEMG's admission that the claims could not be substantiated. I think they owe him an apology.

1: every minister request tax exemption there is nothing inherently illegal about that, if the companies where proven to be his cronies that would be a different story, but that isnt the case.

2: there is no documented evidence showing abdiweli asking for aid money, but even for the sake of argument that was the case, there is nothing wrong with that in itself as well, if the funds were not mismanaged or used for personal reason, and there is no evidence suggesting that.

3: you have to remember that most of the evidence of the report were taken when faarmajo was Pm, so the top 3 offices would be that of faarmaajo sheik sharif and sakiin.

No, Abdiweli claimed that his administration only received 5 million while Farmaajo received 10 million, despite the SEMG saying otherwise. He then claimed that only 6.5 was deposited into the central bank, but the SEMG clearly states that his claims were not verified by the Central Bank, and by extension, the SEMG. On the other hand, the SEMG says they have TFG documents that implicate the PM in the 1 mil from Sudan. There's a distinct difference.
