Why did Gaas resign ? Did he think that shariif will win and he could still be PM?

a/wali is a minister who was a candidate for presidency. After the first round of votes it came to something like sharif 64, xassan sheikh 60, gaas 31, osble 29. They saw how they didn't have much of a chance, so the bottom two dropped out. A/wali came up and said that what is most important is "isbedel" change, and he is dropping out, hinting he wanted his block to support xassan sheikh, osoble wanted the same thing but didn't hint at it. The most important thing after winning to these guys was to have sheikh sharif loose. He wasn't sad at the end, he was very clever and clear in the way he spoke.
