^^ it's more than that.... the influence of secular warlords and corrupt diyaasbora politicians is on the wane; academics and islamists seem to be running things and are cementing their political power. The new prez is taking the right steps and saying the right things.....whether he continues like this remains to be seen.

There has been so much outsourcing of functions of government to foreigners that there is no need for a large government:

1. Defense and policing - AMISOM

2. Humanitarian/Education/Health - UN, INGOS, LNGOs

3. Foreign Policy - UNPOS

4. Tax Revenue - PWC & Dahabshiil
