it will take years of training to get a working armed forces, before that you need to intill dicipline on the soldeirs and controls on the politicians to prevent them stealing salaries.
look at it from the soldiers point of view. if he doesnt get paid then he might as well set up an isbaaro and rob people to survive, he has a gun after all.
it took somalia 13 years to create credible armed forces, from 1961-1974.
and we outclassed kenya by 1967..

Abti, the hard part will be the demobilization, Unless we can find a good demobilization program, the professionalization of the military will be very hard

It can be done, we have done it and we have the same culture and same problems.
between 1991 till 94 there were mooryan and isbaaros even as late as 96 there were isolated cases.
We had 2 vicious civil wars thousands of dead, and tens of thousdands of men with weapons running around.
We had sub sub clans with T-55 tanks and Btr-60's and 40's and heavy artillary.
We overcame all that but it cost us money, demobilaztion and salaries of soldiers used to take nearly half the budget in Cigaals days,
today its still around 20-25% which is too high, but its worth it.

They were armed by the Ethiopians and so was the USC, who got arms from Ethiopia aswell. After Caydiids was released by Barre, he went straight to Addis because that was the only place that would give him weapons. It has been Ethiopian strategy to fragment Somalia for years. In fact you could say Ethiopians were the first Somalilanders.
If all these terrorist groups you claim were "freedom Fighters", what freedom did they bring to the regions and people they supposedly "liberated".
The issaqs fought a number of devastating wars between 1993, 1994-1996.
The hawiyes, well their atrocities and crimes against humanity are well documented.
Mengistu and his regime never trained the USC and SNM, unlike Barre who trained both Afwerki's EPLF and Meles TPLF. They lived in Mogadishu and they were even funded by the Somali regime.
USC and SNM were hijacked by people who had their own agenda. SPM was also hijacked but at an earlier stage. SNM was a pro Somalia movement but ended up as a secessionist movement a couple of years after Barre was overthrown, mainly when Cigaal became president. There were power struggle in the USC aswell which caused bloodshed. Just like the Rebells in Libya who're fighting among each other and fighting against each other after Gaddafi was overthrown.
You sound bitter just because the Darood hegemony ended with these groups but truth be told Somalia is for everyone no matter clan and if there's injustice anywhere then its righteous to pick up arms to end it.

Abti, it was because Egal achieved a decisive victory over this opponents. Once that is in place and power is consolidated in one hand, demobilization becauses much easier to do as long as you provide incentives to fighters to demobilize and of course have the muscle to beat those who refuse into further submission.
The only way I can see it being done in say Benadir would be having a serious pool of funds to set up camps, establish a strong military police force to crack down on lawless soldiers and have a cadre of compotent officers who are solely loyal to the Executive.

The destruction could've been avoided by Barre himself but he chose to fight instead of leaving. If he would've left there wouldn't have been all these groups and destruction of the infrastructure. What genocide are you talking about?
