Khat is huge problem in somaliland and the greater Somali territories. But it's not the biggest problem we are facing. In my personal opinion, I believe the biggest obstacles to somaliland progression is

1. corruption in government.
2. lack of jobs.
3. Khat.


When it comes to Khat; I say neither ban or regulate now, first try to find ways to create jobs and opportunities for these people then you can approach ways of perhaps limiting the khat import weather it's by strict regulations and/or banning all together. Although I'm leaning towards the former as banning it all together seems impossible to do.

there already is a 17% tax on qat and it contributes to the government budget..

i say lets raise it to 100%..
the problem is deman will always remain and that means smuggling and more profits.

It's true what Faisal have said. For example you have arrested or detained a killer or terrorist who terrorized his people. His qabiil who are the victim are demanding to release their son from custody quickly as possible.
