the major points...Where the over all number should be like 210...And the person who gets 120 should b the undisputed champ...Here's how the number breaks down....Sland should be given 55....Pland 35....Benadir 20...And the remaining number should be allocated to the little other other non-factor provinces...It makes sense since Somaliland has more population then any other entity inside Somalia.... It is a genious format... There should be no popular vote format because we are rooted in qabilism...This format gives everyone a chance...
