amal, It is not what I want per se, I thought the police work was supposed to be done by locals like in most countries . What about the judges? Are they appointed from Nairobi?

Yes. Everything is done from Nairobi. In fact, during police recruitment, you cannot recruit 3 samburus and 2 turkanas. There'll be war that night. You recruit 3 turkanas, 3 pokots, 3 samburus and then you deploy the in 400 KM away. That keeps the peace. Judges and magistrates, court clerks ( judicial service commission) teachers (teachers service commission), nurses, cooks and and drivers so on(public service commission),and now police officers (police service commission,) are ALL appointed from nairobi. The only people who are appointed from from the provincia HQ are the chiefs and the asst. chiefs
