The President is right on the port issue. Ports should come under the authority of the Minister of Security and Internal Affairs and therefore the Federal government.
In the United States for example, all ports of entry (airports, seaports) are controlled by the Federal government through the US Customs and Border Protection Agency which is in the Department of Homeland Security.
What I think is the problem is that Somalis do not have a concept of law and order with stratified government levels and shared responsibilities. The President does not help anyone especially his political capital when he seems to be adding to this misunderstanding.
Basically the Federal government is supposed to be three:
1. Parliament
2. Supreme Court
3. Executive (Pres n PM)
Somalis view the entire form of governance through Executive.
Hassan Sheekh Mohamud and the present ruling groups should concentrate on building the government....by forming the courts, by giving parliament the confidence to draft laws.
Parliament is the representation of all Somalis and the only law-making body in the country.
Let parliament bring out and ratify port control and other issues.
The President should be vetted everytime he speaks and instead work to strengthen the government which will be harder to be criticize for clan or other partisan issues.
Jim Carville once said "it's the economy stupid!"
Well to the Executives and their advisors I say "it's the Parliament stupid!"
My advice to the President's advisor's.

Actually I'm right with Him. I think this guy is showing He's not a chump and You can't help but respect that. I also respect the fact that he doesn't seem to be playing favorites.

The Somali parliament is widely viewed to be corrupt and inefficient.

Murax-
I'm actually surprised at the unfair criticism towards the position of the President on many issues and I point to one single factor: tribalism. Where in the entire world are ports of entry controlled by anyone but the central government?? No where in the entire world are ports of entry controlled by local leaders.
Even in the most relaxed federal systems...there are important issues that are solely controlled by the central government: defense, foreign relations, trade deals, ports of entry, tax collection, etc.
When I see the "central government" I don't mean the President's office. Central government is a trinitarian (executive, legislative or parliament, and courts).
Ports of entry cannot be controlled by anyone but the Federal government and the executive branch if we are being honest. End of story.
Similarly no one but the central government can draft taxes, can sign international deals, can have a defense structure, or a foreign policy issue.
Union-
The original transitional Parliament was very corrupt. Even if this parliament is moderately corrupt: they are still the representation of all Somali clans and regions. Every major clan had the same number of reps and therefore every major clan is equally represented. It is the most legitimate insitution in the government because it is the face of the people.
Corrupt parliament for the moment does not mean state structures are outsourced to independent-acting fiefdoms. This is 2012, not 1338.

Re: My advice to the President's advisor's.
The thing is the gurgurte lost trust the moment he was sworn in.
Everyone knows that he rigged the elections and corruption was involved and also has shown a conflict of interest when he picked his friends and relatives as ministers rather than by credentials.
He chose a Yes man PM.
Also he coerced the Parliment to accept the ministers without even their assistants.
He also insisted on reinstating foreign diplomats whose name have turnished the nations image.
How can one lease properties owned by the government on terms and conditions that was at a disadvantage? How can he retain diplomats who have been accused of human trafficking?
This is Somalia and not like Ghana. The country is recovering from civil war which has been raging for 20 yrs . Xassan has to measure what comes out of his mouth.
