Can somebody tell me the following things:

What is the job description of the Mayor and who he is accountable to?
What is the job description of the regional leader (badhasaabka gobolka) and who is he accountable to?
What are the required qualifications to become either of these?.

I think if the people knew the responsibilities of the the Mayor and the regional leader it would benefit everyone.It seams as though nobody knows what they're supposed to do which causes the ordinary people to sometimes have unrealistic exceptions. I believe this is a fundamental flaw and it needs to be addressed urgently. You can simply run workshops for the locals, get the Mayor/Regional leader a clear job description and have accountability measures in place.
