Why president not supporting Jubaland

Let us see where it finishes the president is not supporting for the people of Jubaland to organise themselves and estaplish their own local adminstration which is sad he is suppose to be leading but not putting obstacles before people , I believe this will damage his rupetation if it hasn't already , and you can not be a president for the new Somalia if not working on progress and reconceleation , it remains to be seen if he can complete his 4 years if he carries on like this.
