Yusuf Haji is a senator - how can he be a foreign minister? The highest ranking Somali politician will be (most likely) Adan Duale who will be the Majority Leader in the National Assembly. Abdikasir may also be a Cabinet Secretary (there won't be ministers anymore.) Maalim lost Yusuf so he doesn't count
