As you can see, there is no pattern to be noticed about the state withholding the posts from Hawiye. The only and single pattern that can be noticed is successive administrations have shown a similar understanding to name a Marehan to one of the top three posts at any rotation whether the government is Marehan led or not.

I think the next rotation will be really interesting for me personally to see if this understanding is a permanent one.

I am aware you always give one or two ministerial posts to people hailing from Somaliland laakiin what about the army and the police.

Well I don't know about sirdoon but I listed present and previous leaders of police and army. Usually these posts are not really political but practical, about who can bring more militias over to the government. It is still 4.5 based but with consideration to extending the government's alliances with armed groups across the country. For example, if the commander of army is Marehan, then all the Marehan armed groups in Kismaayo, Jubba Valley, Gedo, and central Somalia will be beholden to swear allegiance to him and therefore armed loyalty to the government is expanded.

So the most important thing to consider for the military leader in Somalia is the clan identity of the leader and the number of clan militia he can bring, assuming if his clan is deprived of posts they will go back to mooryaanism. What about the police, what is the most import consideration for it?

Samatar, police and army aren't really dfferentiated...and I don't know why you seem derisive. Somalia's armed forces is only justbeing rebuilt, the governments needed to increase loyalty and posts like this are part of it.

He is also one rumoured to be one of the most corrupt members in Somalia's already corrupted governments. He escaped because he has a gazillion bodyguards who held them off.

Abdullahi Yusuf days huh? Not really unusual if you think of it. The justices of the Supreme Court in many countries (even Western ones) are allowed to serve until the "tender" age of 75 or so

There is some thing called state policy. Some clans are not good for military and police positions, some other clan is not good for some civil positions like when you need to change the constitution, federalism, workers... But they all got some positions, that is the justice.
