Faroole did not attend because Hasan Sheikh violated Article 58 of the constitution, international negotiations, that would directly affect the interests and dealings of Mr Faroole and his state.

1/ art 58 comes under chp 6 and is about the Federal Parliament

2/ Puntland is not an independent country . The president of Somalia represents Puntland in the international scene .
I think the people who are the actual leaders of these tribes are as dumb and disingenous as the ones who represent them here , kind of sad on one hand but great on the other for we're going to show them how dumb they are here :lol:

Its actually Article 53 which relates to International Negotiations and Puntland was invited to the conference so how did the government violate that article? Puntland would have been present and they would have been consulted (which is what the article states). After conferring with member states who's interest it is to be present, the Somali government would then proceed and negotiate on behalf of everyone. The last decision after consultation lies soley with the Federal Government. Markaa it really doesn't make sense for Puntland to say that the government is in violation of that article.
