Dude the jubaland administration was always welcoming and inviting the government to take part in, surely one cant assume the leadership of a new federal state without having the willingness to get ordained in the capital..

They can talk all they want but, I dont think the president will ever accept it, because all the Dirs D&Ms and Hawiyes who are majority in the two jubbas will be against the govt and that means another bloody civil war in those two regions.
