There is only ten ministers, and knowing the limited resources that comes to the government, it can't afford to have too many ministries. But now there is a move to add more ministers to the government, about 8-10 more.

10 full time ministers + 5 state ministers but we never hear bout them or der roles those 5 extra minister r useless like tourism n sports , culture

They need to have permanent ministries. How do they justify adding and getting rid of so many ministers so often? It hasn't even been a year yet.

It's so obvious almost all of the minister positions are a joke. I can bet you only 2 or 3 ministries even have buildings with bureaucrats in them. The ministers with useless portfoilos just show up for cabinet meetings and spend their days at restaurants in Liido. Every time there are cabinet shuffles, there are crazy fluctuations in the size of cabinet. It's a joke.

Titanium, actually the ministries are over staffed. Each new government brought their own ministers and each minister brought his own workers, but the old workers never left. So you have a lot of workers that don't do anything that still get salaries from the government. At the same time they still have very poor organizations, and are very ineffective. Nevertheless, the FM, the Treasury, the Defense, the Interior, the education more so now have better organization then most.

What services does the government provide for there to be a bureaucracy? Serious question.

Nada. I moonlighted as a consultant to one of the Ministries. It had many ghost workers. There were no records to a point they did not know how many staff they had nor any records. The Ministry had nearly 4 Ministers in less than 5 years. With the exit of each Minister, the little funding they had was absconded with and the departing Minister would write promotions or add additional staff. Sadly, they didn't even have any financial systems nor even a budget.

Why do people still want to work without regular pay ? Its because they live on hope and become entrepreneurs in corruption. I remember if I needed any paper work or stuff to be done, I had this dude I used to pay money to go there, get all the docs signed and would deliver it to my office in Hodan. He was my loyal unofficial staff member and used to look out for me.

The state of higher education is mixed. Its great that there are new institutions but the MoE has ZERO capacity to evaluate them. The quality of teaching varies greatly and even at the Tier 1 institutions, the quality is average. We have too many diploma mills.

It was a critical mistake by the Gurguurte regime not to have a full Ministry for Education or Health. These two departments are APOLITICAL and all donors are more likely to provide support in these two areas as its less political. Its hard to argue against funding kids to go to school or get medical treatment.

Interesting report that I'm still reading through, but something I'd be interested in finding out more is information on Somali students who study in Ethiopian and Kenyan universities from Somalia.
