If they did go through with it, it would just go underground. Nothing much would change. In much of the middle east and especially KSA, it is illegal to run cash transfer businesses, even Dahabshiil. Somalis are specifically targeted but they still soldier on. They send money under the table in normal looking Somali shops. Every now and again police are tipped off and they break in and arrest everyone. The funny part is that the police usually steal all the money and release the "offenders" because there is no evidence. It is a sad state of affairs. Nice to see the gaalo not going down that route.
