Furthermore, food production must be increased substantially.
Food imports drain away scarce foreign currency that can be used for capital investments.
Khaat should be banned immediately.

Formation of a national unity government should begin.
Adversarial politics, as exists under Hassan Sheikh, hinders progress.
Bro, easier said than done. It will be a failed attempt like the bay of pigs if you confiscate khat. Immediately. Fiends will do anything to obtain it and will certainly stoop to illegal measures to attain their leafy-crack.

I certainly agree with you about boosting food production (particularly homegrown sustainable agriculture). I say this because you don't want Dupont or Monsanto killing you softly like they did in India to farmers. The debt load pushed them to suicide, and the chemicals only increased pest resistance. Evil buggers.

 Don't forget training of Somali people in skilled technical jobs. Before you unite you might want to allay the people's doubts and garner their support. They are a naturally distrustful bunch, hence they turn to getting their clansmen elected to gain political influence/clout; they are like their spokesman/reps. They aren't going to jump on board because of a hope or a prayer expecting an individual to be an altruistic leader with a vision. <<< They are hard to come by and tend to get assassinated or exiled. I agree with you for the most part.

Good suggestions
Unfortunately, only the most unscrupulous and corrupt succeed in Somali politics.
Food sovereignty is certainly the key indicator of progress.
99% of the population work just to feed themselves....the Govt must prioritise agriculture.
