According to sources close to Brussels, the EU representative could not believe what he was hearing upon informing the government and Hersi that the EU were about to award the road to a European company.
The story however begins in March 2012 upon the announcement from IGAD that the Berbera-Togwajale route is to be funded by the EU to promote regional interconnection and facilitate regional trade and transport. The EU chose IGAD as the contracting partner to deliver the project earmarked to be delivered by a reputable European company or a consortium led by a European company.
In October 2012, the EU representative visited Hargeisa as part of the process to appoint the preferred bidder and pave the way for the commencement of works.
The new Road Development Agency (RDA), as the new agency is called, is the brainchild of a relative of Hersi, with some road construction experience before the collapse of the Somali government! The organizational chart of this new agency shows a manager reporting to Hersi managing a Development and a Finance/Admin department.
The Hersi RDA document states “Getting and using RDA owned equipment will be an efficient approach which will enable the agency to have more equipment, easily implement low cost projects and use of the limited amount in more projects. Thus such system will replace the previous model of using government funds through private contracting and introduce new system of government investment in purchasing machinery for the projects that will be used for all projects”

The road he was talking about is nothing but another scam by the Burao crew led by Hirsi Gaab and Dahabshiil. So far they scammed the Egal Airport, Berbera corridor, food aid from countless generous countries, countless Allah-fearing charity organizations and hundreds of ordinary Somalis.
Today theres been three major blow out for them as the lies catch up with them.
1) Anglo-Turkish energy giant Genel Energy Resource has withdrawn from the area. Abandoned for good and no one else will ever trust them again. Once a failure always a failure.
2) Ethiopian Airlines has stopped its flights to Egal Airport citing the airport is not ready after careful study
3) EU stopped funding Berbera-corridor after seeing the level of corruption is by far the highest in the whole region even out performing any former warlord in Mogadishu.
This whole game is like social media, if you don't innovate your users ("citizens") will abandon you for better places. Somaliland has became the MySpace of social media and there is new Facebook boy in town called Somali Federal Government.
There are tribal conflicts in eastern areas for the first time since 1996...further signs that this project has turned into serious tribal mafia spearheaded by salafist Hirsi Gaab, Dahabshiil (financier of secession, Somali Government should review its operating rights in Mogadishu, I do suspend them) and others inside the former House of Morgan. The banning of Dahabshiil by Barclays Bank is the first positive move that I welcome. In the near future Somali unionists have to take action against them.
These mafia who keep people on their toes using fear and imaginary boogeyman sheeko, are very dangerous. Those who speak against them face death. This is what happened to Hubaal Newspaper editor, luckily he over powered the Hirsi Gaab-Dahabshiil funded militia men who were known to have "police" resources.
