My personal opinion is that the first priority of the central regional administrations is securing their regions and the rule of law, which is why this is such a big step forward for Galmudug.

Unity among the central regions is very important, not just in order to get recognition from the federal government as a state, but this isn't just about inter-Habar Gidir unity, as there are many other important clans that need to be part of the process. In particular, the Murusade, Qubeys, Duduble and Marexan need to have an equal seat at the table with the Sacad, Saleebaan, Saruur and Cayr, but of course this has already happened. In many respects, non-Habar Gidir clans have had more success in building states with Habar Gidir than Habar Gidir have with each other. Cayr and Marexan cooperating together in the long standing alliance against al-Shabaab for instance, and building the new ASWJ administration, and Sacad-Qubeys cooperation in building and securing Galmudug.
