My plan to get rid of clan politics

Some day Somalia will have elections in which her citizens will be able to participate in

In order for political parties to be registered:

No clan political parties are allowed
Political parties must have an office in every gobol
Political parties must have a minimum of 1,000 paying members in each gobol (5,000 in the larger gobols)
Party leaders and deputy leaders must change every 5 years to completely different qabiils (however if they are in power, they may finish their term but can't run in next election)
Ministers cannot be from the same qabiil as the party leader or deputy leader (Darod and Hawiye Prez and PM can't have any ministers)
Annual Party conferences must take place in every gobol before being hosted again in the first gobol that hosted it
Campaigning must be done in every gobol
Clan groupies are not allowed during campaigning or during in power. Your groupies must be representative
Political parties must visit each gobol at least five times officially annually
Political parties are not allowed to raise more than 15% of its donations from a single gobol. Excess donations must be given to charity or given back to donors
Political parties once in power must not spend more than 20% of federal funds in one gobol
Political parties must ensure that each gobol has at least 7% representation in bureaucracy with no more than 15% representation if they get into power


Political parties breaking these rules twice must lose their party status and if in office, must resign and call an election immediately and they cannot run for 5 years
