Alberta is the model for Resource control!

Every state/province of Somalia should symmetrically (equally) have the same powers of natural resource control as Alberta in Canada. Thanks to their Natural Resources Act law, Canada allows its provinces to have control not the fed govt, good for a decentralised federalism.

In fact Alberta should be copied by Somalia's states in terms of all the powers Alberta's govt have.
