China-upto something?

China is building a cargo railway from Mombasa linking to Rwanda, South Sudan and Uganda. This is a recurring theme is China / Africa relation. Building, building and building infrastructure. They all have the same theme, Chinese workers are building these infrastructure. Do you think China is upto something? Why not pass the skills to the Africans and use African workers? I mean, they could easily build the roads to their advantage, like build a weak spot and keep it a secret for future use. Like put a loose bolt or something. This smells of fishy business. But --u gotta admit at least, they are better than the Americans who just want to throw money and promote welfare and corruption.
