I still believe the Saudis are funding most salafist groups, even opposing and defiant ones, to forestall stability in the Middle East. Terrorism is an expensive venture, sans funding these groups would disappear within months giving way to a functioning government that would either oppose or hold the Saudis accountable for their war crimes. So what better way to deter this than funding terrorist?
