first of all there is no SAM that reaches 75k feet because no fighter aircraft fly that high.
The ceiling for most planes even interceptors is 60,000 ft, and commercial planes do not usually fly higher than 30,000 ft.

The latest variants of the BUK class of missles have a cieling of 50,000ft or 15,000m.

Now Ghaddafi had them, Saddam had them too but you do not look at missiles alone,
they are part of a system , an integrated system, you have Anti Aircraft Artillary(AAA), you have different radars and usually different missiles with long range and short range, with terminal guidance to multiple seekers like the Russians like.You also have electronics warfare suites.

a single missile launcher alone is useless unless you are attacking a civialian plane or the planes of an african country, or a plane with no countermeasures and
is from the 60's, would be useless.

the serbs shot down a stealth bomber F-117
they used long wavelenght old radars and used the shoot and skoot method,.
turn on radar for 17 secs shot, then turn off and run like hell, then quickly hide.
The arabs did not use any strategy they turned on radars shot a missile and where destroyed 2-5 mins later by SEAD from the americans.
