The Somali government is not free. Diplomatically it can go far but if it is being crippled by Ethiopia Kenya politically there is no use. Ethiopia uses the IGAD card in Somalia its Amisom card In Somalia and it furthers its own interest. Somalia government cannot object to Ethiopias will. Once you are politically free from kenya and ethiopia u can use your diplomatic muscle. You can use diplomatic muscle to get leverage on Ethiopia in the near future or to free your self from them politically. But you cant be a regional player when the country is in ruins.
