The constitution does not say that, its just consensus because hawiye is stronger in the capital and darods are federally more powerful in other provinces outside the capital, obviously dir are the weakest of the 4 bacause the southern dir are minority and the nothern dir are secessionists. the question is what do daarods contribute to somalia economy army etc ? only hawiyes pays tax to the central government only hawiye and may be some marehan acts as the national army the rest of other somalis are parasite. atleast if ulusaw apoints samaroon or isaaq PM , somalilanders will invest xamar and we will not entertain them that somaliland is coming because thats not going to happen, we are more honest than those darod separatists hiding behind the blue flag. allah knows they love jiboland more than somalia
