Is Somaliland a tribal state or nation?

I thin if Somaliland needs to move on then tribalism needs to end.
Think about it, there is always going to be someone complaining.
I think people should be elected on their knowledge and success, rather than their tribe.
I think anyone should be able to run for any position in government regardless of their clan.

But Somaliland is still a long away from this.
I want to be able to live in any location in Somaliland without people asking my clan.
I want to be able to buy land in any location in Somaliland, without people saying 'beesha anaka leh'.

Tribalisim is not a big deal in qurbaha, so why Somaliland?
