Some of the same militias that fled AS are now part of the SNA so what is the logic behind providing better equipment to former warlords and their khat addicted moryaans. There are new recruits but the fact remains the SNA is not a national army yet and needs to be reformed before being modernised.

Recruiting officers from the various Somali Universities would be a start. There are plenty of Somali Universities scattered across the country, which churn out thousands of graduates per year. If you recruit them into the Army and pay them 1500 dollars per month, which is what AMISOM was receiving, and then train these soldiers by having American and German military instructors train them. Give them the right weapons, recruit at least 20-30,000 men.....and Al Shabab could be made irrelevant almost overnight.
The problem is that this President doesn't TRY. He doesn't even CARE about his job and he'd rather focus on petty and trivial issues.
