The Somali national that works for Qataris (Any level of job) in Mogadishu has an advantage over the one who is working for them in Doha. Just saying.

It's called an embassy and every country when they build their own embassy brings in specialist.

For example, when the U.S builds an embassy anywhere in the world, almost everyone working at the project is an American, because of the sensitivity of and the classified info associated with it.

They don't hire locals, it's mostly contractors.
