It's self explanatory, it basically means someone who came from a background of Raganimo/Geesiyaal/Dagaalyahanimo oo asagii nacas noqday.

Baday is used for unfortunate circumstances largely outside ones control.
Person A: Maxaa magaaladan xun ku dajiyay?
Person B: Meel kale shaqo kama heli karo, markaa meeshan ayuu illaahay i baday.
So in the context of the song lyrics, it means 'oh manhood, what has reduced (baday) your target (ninkaagii) to foolishness (nacasnimo)?' It's asking about the cause here, because as I said 'baday' denotes an outside agent (Eg, God, another individual) or circumstance acting upon an object and reducing/forcing it to be in an unfortunate state.
