needs a new planned city built from scratch - as a new metropolis built along the same design as dubai it should be inland not on the coast

this new city should be close to hargeisa however just like khartoum and omdurman are close to each other

hargeisa should remain the capital / seat of government however my proposed planned city becomes the financial centre plus berbera should be renovated and transforms into a top class resort town along the lines of sharm el sheikh
