Mogadishu will lose most of it's power and only handle power on a federal level. There will be checks/balances that protects state rights. Passing a law transparency and creating an independent anti-corruption group that's not tied to government will reduce corruption. That's what happen to EU when they forced Eastern Europeans to reform their government.
