I have heard a story that under Siad Barre regime once a kenyan soldier killed or kidnap a Somali woman on the Somali border, and Barre demanded that Kenya hand over that soldier otherwise he was ready to go for war. Is this story correct ? and if so do you have any evidence ?

How was he the best president?
He went into a coslty war in 77 without thinking of the consequences.He ordered the same army to withdraw asap too.He made the Ogadens refugees.They had businesses, farms and close knit family ties all destroyed over a stupid war.They then became refugees in areas that were hostile to them.The Somali govt then even forgot about their plight and families lived in horrible conditions inside the camps where the meagre funds were embezzeled by MSB.
