There are places that HG live in Muqdisho which wasn't a residential area in Barre era. They were open fields (Goofaf). Now they are as much populated as the rest of the city. Guess who bought that land!

All daroods payed\purchased the land and their properties, thus owned it. People still got their ownership papers.
If you come to a place, buy the land, buy the house\build it so you have a place to live, then obviously the property is YOURS.
