You are 100% on the money, speaking of money who ever pays it makes the rules, and if am not mistaken the west is bank rolling this Somalia project from top to bottom.

So like you said,nothing will change in the form of policy Except for the qabiils of the mps/servants, and for most Somalis that's the most important thing.
