my proposal is garowe,galkacyo or Cadale.
1.garowe
mild climate,it has wildlife and very nice city and not too far,politics is simple.
2.galkacyo
strategic location but very prone to clan warfare which can be easily subdued.
3.cadale
peaceful little town not far away from xamar,it can have port which is plus and beautiful also.

dont mind sahal,if he spent his energy on his regions which has become battle ground for ethiopians and oromo alshabab,choatic place no wonder A.yusuf ran away from that place.if everyone of us focused on the stability,reconstruction of their degaans we would have achieved much and less conflict.

Too many people profit from the instability in Mogadishu, so it will likely never be moved. Mogadishu is a city built by all Somalis and despite the destruction it's probably better developed and have better infrastructure than the tuulo capitals like garowe. Moving the capital is easier said than done. can we move the population instead ?
