The Law between Somali and Somaliland has to be broken by the government. Governments aren't just granted independence, they usually are given it. Like when Cumar Bashir let South Sudan go, or when Eritrea helped their brother get to power in 91 who then allowed Eritrean independence. If Somalis wish to unite for a common cause I don't see the need to go to court and enter into a marriage agreement.

Things such as material wealth, resources and rewards should be agreed on but if God made them equal and belong to the same race and religion, one does not need any law. The Almighty has already made you to be born from the same mother.
