Why do draughts/famines re-occur again again in somalia???

The reason is simple

-No government to plan ahead things like well-buildings,roads and agricultural investment.
-Conflict,conflict is the main reason why do famines occur again and again,how can a person farm when there is no security??

Alshabab controlled areas where they wont allow food aid access,people will die there like flies,i dont know how they will survive.

Puntland is hardest hit region followed by eelay people.
