HARGAISA, Somaliland- A delegation led by officials from Somaliland administration have visited several towns in Sool region and held talks with clan elders over worsening drought situation and upcoming Somaliland elections, Garowe Online reports.

The delegate led by State Minister for Presidency, Mahmoud Hashi Abdi, Chairman of Kulmiya ruling party and presidential candidate, Muse Bihi, Interior Minister, Yasin Mahmoud “Faratoon”, Information Minister, Mahmoud Adani Ibrahim and state parliamentarian, Saleban Yusuf Ali.

The officials visited Las Anod town before heading towards Taleh town on Friday morning, despite that Puntland government declared that Taleh district falls under their control.

The trip wasn’t the first from Somaliland government, as high level officials have previously held talks with community elders in Taleh in several occasions. However, Somaliland officials have stated their visit was focused to assess the effect of drought on communities in Sool region.

This comes amid consecutive trips by Puntland leadership to the Somali capital of Mogadishu, while local communities in drought-stricken areas have called numerously for relief assistance.



On the other hand, Puntland officials who hail from areas in Sool, Sanag and Ayn were reported to have barely visited their regions, whereas officials from neighboring administration have repeatedly visited contested regions over the past months.

Early this year, scores of people have died following deadly clashes between Puntland and Somaliland in contested areas over latter’s voter registration exercise.

Somaliland, located in northwestern Somalia declared its independence from the rest of the country as a de facto sovereign state in 1991 but it has not been recognized internationally yet.

As someone who studies about Puntland, the truth is Puntland doesn't really care about Sool and Las Anod at all. in 2007 when we lost Las Anod, we didn't lose it because of a military operation by SL, we just pulled out and deserted it. Month later SL come with their soldiers and occupied. The reason for this is Cade Muuse the second President of Puntland after AY, frankly did not care about Dhulbahante or Dhulbahante land, he only cared about MJ land. When he became president in 2005 Las Anod was already in Puntland control and he didn't do much in investment etc, he just left it alone, and so after the incident in 2007 happened you cannot really just expect him to take Las Anod back and lose Puntland soldier lives just for a town he didn't want in the first place. of course not. thats why they have left it alone. The truth is the last real Harti man who cared about the entire SSC region was Abdullahi Yusuf. Also there was a fair bit of Dhullo anti-Puntland sentiments in Las Anod when we were still there.

I personally do not want any MJ or Puntland life being lost now or the future for Sool or Dhulbahante, its not worth it. We should just focus on the land we occupy and control in Eastern Sanaag, the Warsangeli lands, and Bari Mudug, Nugaal.

Good question, origianlly Puntland's claim on SSC in the Abdullahi Yusuf days of the early 2000s, was just out of sheer Hartinimo, Many of the founding fathers of Puntland like Garaad Saleibaan where reer Dhulbahante and to leave SSC without incorporating it into Puntland, even though many elders who helped to found Puntland was from SSC would be a tremendous disservice to them. Originially the idea was out of brotherhood, but this brotherhood was first undermined by Jama Siyaad dhullo from Puntland occupied Las Anod in the early 2000s who sowed the seed for Dhullo and MJ division. This division eventually became to big that Cade Muse decided to look the other way.

However Puntland's modern interest in SSC particularly Sool stems from a united federal Somalia. Puntland of today don't want to liberate Khaatumo so Puntland can occupy it like the idea of hartinimo before, they rather see it as an important piece in the idea of 1 Somalia, which Puntland very much agrees with. And thats a much more intelligent approach, if Khaatumo were ever to be liberated, it would be future Somali National Army soldiers who liberate it. And Puntland wants to create this foundation right now for the future.
