They are trying to win the hearts and minds of buhoodle.
They caused this humanitarian crisis to begin with by
making sool and sanaag a disputed no go zone. punaniland also had contributed to this mess.

Xiimaaya ' s point is valid. The neighbouring administrations have done a lot of harm by painting a grim picture of the security situation in SSC, leading to the economic stagnation and neglect for the last decade in these areas.
