How could agriculture and farming be of any concern to Somalia right now? Security, Security and Security should be number 1, number 2 and number 3 priority. Somalia has no governance other than a paper government in Mogadishu and multiple clan-administrations. There is no army, no police and no judicial system whatsoever.

I don't think the OP knows what "president elect" means.

I don't care if Farmajo talked about agriculture or project X.

Has no effect or relevance for me.

Aren't you aware of the ongoing abaaraha in Somalia, including PL, SL, etc? It's affecting many places, even where there's relative security. Agriculture and farming are certainly a priority and concern. Where there's insecurity, there are chances of surviving and moving to secure places; not so where, across many regions, there's drought and lack of food/water.

All efforts should be towards rainwater catchments, and reforestation. Aid must be given to farmers so that they can plant the next crop.

All these conferences will result in pocketing aid.

We have the labour force, the land with minimal inputs all you need is money.
Why borrow when you can issue your own.

Before all that you need government.

I have watched so many videos of how they have been doing it in India. The simplicity of the infrastructure and the results they are getting is outstanding. They make little dams to store the water that comes in streams, and they build these borewell recharge structures. Somalis can start doing this now on a small scale.

BOREWELL RECHARGE




This one is very nice although it is 40mins long. Some communities built their own dam to store rainwater that would typically be washed away.


This video recounts a number of ground water recharge techniques.
