First of all recognition can come in many forms and have various meaning.

Ethiopia may not recognise SL officially in fears of igniting its own secessionists and condemnations from IC but Ethiopia does recognise SL economically and strategically.

The most recognition in my view is economical. As long as you have means to feed your population and provide some form of growth, you can achieve political independence.

So by allocating 30% of its massive port business, Ethiopia has became the horse that pulls the SL cart.

The more money SL makes the more speeding on its key aggregate indicators, the more purchasing power, the more ultimately self reliance.

The port is not only key in Ethiopian activities but the spillover effect it has. The DP workers need good places to spend their money be it international standard restaurants, hotels, leisure goods, flights, etc. many investors will follow DP to SL and into the main interior of Horn of Africa. They say where there's smoke, there's fire.

Or simply any change in the four variables of I + C + G + NX will have impact on the rest.

In the long run this deal will seal SL's place in the region for good.
